I would like to see some photos of that girder.A competent welder should be able to shorten that girder for you,but other factors come in to play, such as the angle of the steering stem. Most long girders have an offset steering stem,at a steeper angle than the forks themselves.
Also, the angles on the fork legs (on the same side) would need to be squeezed together a bit to meet at the bottom,so some heating and bending would be in order.I would want to make sure who ever was doing the work had a good grasp on metal brittleness concepts on something as critical as forks. Personally,I think I would sell your long girder, and replace it with an entire suitable assembly.

I have worked as an welder/sheetmetal banger for ten years so i think the metal fabrication will be an ok job for me. I am not shore, but i think the increased rake is in the fork, not the frame. I was just wondering if anyone had some tips for me. The fork is chromed now , but i think i will blast and powder coat it when i have shortened it. I am planing to make me an hooligan bobber !
